  2. Cut off the bulbs (the white part) of each scallion and slice. (Keep the green stalks aside for later. )

  4. Add the red pepper. Cook for 5 minutes, stirring occasionally until slightly softened.
  5. Add the chopped scallion bulbs. Sauté for another minute until fragrant.
  6. Add the finely chopped ginger and garlic. Continue stirring for about 30 seconds until aromatic, being careful not to burn the garlic.
  7. Reduce heat to low.
  8. Cook for 2 minutes, allowing the flavors to meld.
  9. In a separate small bowl, whisk together the garlic, sesame oil, sugar, soy sauce, and chopped chili pepper (if using).
  10. Pour the prepared sauce mixture into the frying pan with the sautéed vegetables.
  11. Keep cooking for another 5 minutes on low heat, allowing the sauce to gently simmer and infuse the vegetables.
